Qualification for Consultants
The board will check the qualification of potential members on the basis of a set of minimum requirements specified hereunder. Each individual applicant should meet 1 – 4 and either 5 or 6 or both.
Minimum requirements to become a qualified member
1.Proposal preparation
Evidence of the co-ordination of minimum three EU project proposals, one should have been successful. One of the proposals should have responded a recent funding programme (e.g. 6/7th Framework Programme, INTEREG III/IV A/B/C, eContent, Culture 2000, eTEN).
2.Contract negotiations
Evidence of the direct participation in at least two contract negotiations with the European Commission. All programmes of the European Commission are eligible.
3.Project management
Evidence of the successful management of two projects of the European Commission with at least five partners, either alone or as part of the management team. The management team should be named for eventual cross-checks. The time active as project manager for each project will be added up. The sum should be at least five years.
A project is considered to be successful where the Commission has acknowledged that all contractual obligations have been met by making the final payment.
4.Project participation
Evidence of the participation in at least one Project or Tender of the European Commission. The time active as participant for each project will be added up. The sum should be at least two years.
5.Full project lifecycle
Evidence of having covered one complete project cycle from proposal preparation, contract negotiation, project management. A project is considered successful where the Commission has acknowledged that all contractual obligations have been met by making the final payment. Evidence of this criterion my replace the above criteria.
6.Proposal evaluation
Evidence that the expert was contracted by the Commission at least twice as proposal evaluator or at least twice as project reviewer.
In addition to the detailed CV, the board will receive from each individual applicant the required information to evaluate the above items. As a general rule an applicant can become a member only after he has presented himself to the board. In the case of a Consulting Company a meeting would also be expected to discuss the application.
In case that any of the above criteria are not applicable, the decision rests with the Board after the applicant has presented himself to the board. This may be applicable for lawyers who act as legal consultants, auditors or persons employed by authorities or the European Commission acting as political consultants.
